HARBOR CITY, CA, April 8, 2025, David L. Casterline has been selected for inclusion in Marquis Who's Who. As in all Marquis Who's Who biographical volumes, individuals profiled are selected on the basis of current reference value. Factors such as position, noteworthy accomplishments, visibility, and prominence in a field are all taken into account during the selection process.
Mr. Casterline, a seasoned attorney and accomplished author, has made significant contributions to the legal and literary fields. Having spent over 30 years practicing law, he has demonstrated remarkable expertise in securities law. He currently serves as an administrative hearing officer for the City of Long Beach while semi-retired. He has also maintained a small practice in the Greater Los Angeles Area since 2012 and remains an active member of the California Bar.
Having begun his legal journey as an Assistant United States Attorney for the Southern District of Indiana in 1967, Mr. Casterline served as a Department of Justice attorney until 1970. In that capacity, he defended the first Secretary of the U.S. Department of Transportation in litigation to stop the implementation of the Uniform Time Act. In 1970, Mr. Casterline ran for and was elected as Prosecutor for Indiana's 46th Judicial Circuit. Upon completing his term as prosecutor in 1974, he returned to private practice until moving to California in 1977. In 1979, Mr. Casterline was appointed as Special Counsel for the U.S. Securities and Exchange Commission until 1986, where he honed his skills in securities law. In 1988, he co-founded Casterline & Agajanian LLP, and in the early 1990s represented Robert Vernon, Assistant Chief of the Los Angeles Police Department, who was acting chief the night Rodney King was beaten by LAPD officers. In ensuing federal court litigation resulting from the incident, and the LA riots ignited by the acquittals of the cops a year later, Chief Vernon wrote a non-fiction novel about it: L.A. JUSTICE Lessons from the Firestorm, Focus on the Family Publishing, 1993. Mr. Casterline is a character portrayed in the novel.
As the author of "And the Hills Replied," Mr. Casterline has received accolades for his work, which was inspired by his family's history and connections to Scottish ancestry. The book began as a personal project during a golf trip to Scotland and has been well-received. It has won several awards, and its screenplay adaptation, created in collaboration with a ghostwriter, has also garnered recognition in the short screenplay category.
Mr. Casterline earned a Bachelor of Science in history and English from Ball State University in 1963 and a Doctor of Jurisprudence degree from Indiana University in 1967. His education equipped him with the skills necessary for his successful legal career and later influenced his writing endeavors.
Throughout his career, Mr. Casterline has been a member of the California Bar Association and the Indiana Bar Association. Beyond his professional life, he is committed to civic engagement through pro bono legal work. His dedication to community service reflects his broader commitment to using his skills for the public good.
